Paul Stokes


Life & Work

Paul Stokes is a College Lecturer in the Department of Sociology at the National University of Ireland, Dublin, since 1996 and a member of the Faculty of Human Sciences in UCD. During the academic year 2000-2001 he was a Visiting Scholar at the University of California at Santa Barbara (UCSB). Dr. Stokes also acts as Consultant to Edelman Ireland PR in the area of Corporate Social Responsibility (CSR). He is furthermore a Fellow of the Cybernetics Society of Great Britain and a member of the Metaphorm on the Cybernetics of Governance based at the University of Sunderland. He is also a Board Member of the Collegium Humanun based in Zurich. For a number of years, Paul Stokes (together with colleagues - sociologists, psychoanalysts and group analytic therapists), has been investigating relations between Catholics and Protestants in Ireland with a view to deepening our understanding of the sources of the conflict in Northern Ireland. The particular focus was the state of social bonds between these groups and the role of shame and humiliation in this conflict.

This project involves the design, execution, analysis and reporting of a postal survey of all trainees who graduated from REHAB Training Programmes in 1994.

This consultancy was in support of the organisational development exercise implemented as a consequence of a previous organisational review.

Organisational Analysis and Review for the Disability Federation of Ireland.
Disability Federation of Ireland represents the interests of some fifty three organisations concerned with all aspects of physical, mental and sensory disability throughout Ireland. It was also heavily involved in policy development and consultation with Government Departments and various international forums, including the EU Disability Forum. Was engaged to undertake a thorough-going review and evaluation exercise and draw-up a three year strategic development plan. It represents the first full-scale application of socio-cybernetic organisational analysis in Ireland.

Evaluation study of a pilot scheme to train SES project supervisors in management and supervisory skills. Pending evaluation, the course design may be used in training supervisors on the new Community Enterprise Programme nation-wide.

Skills Training for Machinists in the Clothing Industry - An Evaluation Study for the Irish Congress of Trades Unions/EU FORCE Programme.
An evaluation study of an innovative pilot course designed to enhance the employment chances of marginalised workers in the clothing industry. The course design, subject to evaluation, was to be extended to Scotland and Portugal .

 

 

1993

Exploratory investigation of employment trends related to use of advanced communications for the Commission of the European Community for Directorate General XIII/Direction B.
This direct consultancy project for the CEC was an exploratory study of the impact on job creation in rural areas of advanced communications. The work builds on previous work undertaken for the CEC under the RACE, ORA, STAR, COMMETT and DELTA programmes. Co-partners were Arkleton Trust Research, Inverness and the University of Aberdeen.

1991 Computer Graduates' Career Plans, a survey for the Industrial Development Authority, Dublin.
This was the first survey to be carried out of the career plans of computer studies graduates of a variety of higher educational institutions in Ireland and was taken immediately prior to their final examinations. It discloses information such as the numbers already with jobs, first years' salary expectations, qualities sought for in a first job and whether and why they intended to emigrate.

This was a follow on to the European study commenced earlier and consists of original research including surveying of firms and organisations in Ireland that employ information technology personnel. It was the first such comprehensive study undertaken in Ireland .

ARCHIPELAGO Europe, a study of Islands of Innovation in Europe for DGXII, Commission of the European Communities, FAST Programme Dossier 1.
The objective of this project was to determine the extent to which relationships between "islands of innovation" have promoted the innovative process. The study looked at islands in eight member states in four sectors; aeronautics, artificial intelligence, textiles and chemicals, as well as islands of small and medium sized enterprises. Undertook the Irish part of the study.

Availability and Demand for Information Technology Workers in Ireland, a project for the Department of Industry & Commerce, IDA, HEA, Information & Computing Services Association.
This was a follow on to the European study commenced earlier and consists of original research including surveying of firms and organisations in Ireland that employ information technology personnel. It was the first such comprehensive study undertaken in Ireland.

Supply and Demand for Information Technology Workers in the New Europe: Ireland and Greece, a project for D-G XII, D-G V, Task Force for Human Resources, Commission of the European Communities.
This was a major pan European manpower planning exercise and consists of macro-economic and sectoral analysis of future employment and training perspectives in the new information technologies in the European Community. Led by Professors Luc Soete and Christopher Freeman of the Masstricht Economic Research Institute on Innovation and Technology (MERIT), I conducted case studies of Ireland and Greece.

Initial Studies for a Pilot Distance Training Service for SMEs in Remote Regions of the Community, a project for DG V, Commission of the European Communities, COMETT.
This project was based on the difficulties small firms experience in making training available to their employees. In particular, firms located in physically remote regions are, apart from the occasional visit from a training authority, for all practical purposes cut off from industrial training resources. This Project explored the possible contribution of multi-media distance training to an amelioration of this situation. The Project was supported under the COMETT Programme.

Hook-Line: A Feasibility Study of an On-Line Information Service for Anglers for DG XVI, Commission of the European Communities, STAR.
This study examined the economic and technical feasibility of a computer-based on-line information service on all aspects of angling to anglers, especially those visiting Ireland from abroad. The premise for the system was that concise, up-to-date and accurate information on the conditions of waters throughout the country was of premium value to anglers, especially those whose visits may be short. The Project consisted of market research analysis as well as the implementation of a live pilot demonstration system. It was carried out in association with the Central and Regional Fisheries Boards and was assisted by the STAR Programme of the European Commission. The feasibility stage was completed at the end of 1988, and the nation-wide commercial service launched in February 1989, run by Hookline Ltd.

Tutoring and Monitoring Facilities for Distance and Open Learning, a project for DG XIII, Commission of the European Communities, DELTA.
This project examined the prerequisites for tutoring and monitoring the learning situation under conditions of remote or distance learning using advanced telecommunications. It was a project under the initial studies phase of the DELTA Programme.

 

 

1987

CODAN I: An Analysis of 1981 Census of Population Enumeration Areas for the Dublin County Council.
The first Volume of the County Dublin Areas of Needs (CODAN) study comprises an analysis of the 1981 Census of Population data for the County Dublin urban area. The aim was to determine the areas in most social need. It was a unique study as the units of analysis, for the first time in Ireland , are enumeration areas, typically of 300 to 400 households. This allowed a very fine grained analysis. The report provides benchmark data which will be used as the reference point for an analysis of further Census data as it becomes available.

 

 

1987

CODAN II: Neighbourhood Profiles, a project for the Dublin County Council.
This second volume presents more up to date information on 24 neighbourhoods among the areas of need defined in Volume I. It presents detailed primary and secondary data on households and communities. The information was presented in very readable form and was illustrated with graphs and tables. The format was designed to facilitate the widest use and interpretation of these 'neighbourhood profiles' throughout the Departments of Dublin County Council as well as by the communities themselves.

Living in the Community for People with a Mental Handicap, a project for the MENCAP in Wales/Cardiff Universities Social Services.
Commissioned in order to lay bare the mechanism of the All Wales Strategy for the Development of Living Conditions for People with a Mental Handicap, this handbook provides a step-by-step guide for setting up homes for people with mental handicaps. It contains information on the identification of individual requirements and the required support networks and on other issues such as the acquisition of property and finance. The book was used as a guide by workers in the State sector as well as by parents and interested citizens.

Overseas Trainees in Ireland, a project for the The Irish Council for Overseas Students.
In addition to a survey of overseas students, was also asked to undertake a parallel survey to investigate the situation and needs of overseas trainees in a number of semi-state institutions. This was also the first survey of this group.

Overseas Students in Ireland, a project for the The Irish Council for Overseas Students.
Based on a nation-wide sample survey of overseas students in third-level institutions in Ireland , this was the first time a major study of this group has been undertaken. The aim of the survey was to determine more clearly the situation and needs of overseas students, and the provision of services for them. The study was funded by the Department of Foreign Affairs.

Attitudes and Values of Young People to Working Life (Ireland), a project for the Social Research Unit, University of Wales, College of Cardiff for the Bundesinstitut für Berufsbildung, Berlin.
The report documented the sources of information relevant to the attitudes and values of young people in Ireland , thus establishing a basis for further research.

 

 

1981

Direct Job Creation in the Republic of Ireland - An Evaluation Study for the Social Research Unit, University of Wales, College of Cardiff for DG V, Commission of the European Communities.
This Study undertook an evaluation of the use made of funds from the European Social Fund in a variety of direct job creation and training programmes in Ireland. It was undertaken under contract from the Social Research Unit, University of Wales, College of Cardiff.

Statistical Database on Small and Medium Sized Enterprises, a project for DG XXIII, Commission of the European Communities.
This project reported on all data sources on small and medium sized enterprises (SMEs) in NACE Divisions 1 through 9. Key statistics derived from these data sources were compiled in a single machine readable database. In addition, undertook a survey of SMEs in NACE Divisions 6 through 8, to provide enterprise level data on the virtually uncharted services sector in Ireland . The research was carried under the auspices of the Task Force for Small and Medium Sized Enterprises (now DG XXIII) in conjunction with EUROSTAT as part of a EC study.

European Youth's Attitudes towards Work and Environment: Determinants, Action, Consequences, a project fot the Vienna Centre.
Acted as the Irish representative for this study which focused on Youth and the Impact of New Technologies on young people's attitudes towards work and environment. This international study included participants from West and East Europe.

INTREPID is an experimental project in the use of high-speed networks in the higher education secor for purposes of distance/distributed teaching and learning.

Multimedia distance training services for SME's in marginal areas for the DG V, Commission of the European Communities, COMETT.
This project involved the production of computer based courseware for training for fish farmers in Ireland and Scotland . The project entailed collaboration with partners internationally and with Professor John A. Jackson, Department of Sociology, Trinity College, Dublin.

Regional Evolution Planning for Integrated Broadband Communications (REVOLVE), for DG XIII, Commission of the European Communities, RACE.
Peripheral regions of Europe suffer socially, culturally and economically from their remoteness from the centres of communication and exchange of information. Broadband services offer a possible means of overcoming this handicap. On the face of it, though, the costs of providing such advanced services to low population density areas appears prohibitive. REVOLVE was a project of the RACE Programme of the European Commission that represents the views and interests of the peripheral regions of Europe. REVOLVE also examines low cost solutions to the techno-economic issues at the heart of the broadband debate.
The Project consortium comprised ten partners from six member States, with resources totalling almost 25 person years over three year's. As well as initiating the project, SUS Research managed the social and economic aspects of the work.
